The purpose of this classification is to plan, direct, and oversee operations and staff involved in recreation programming for the City.
Essential Functions:
The following duties are normal for this position.

Manages, directs, and evaluates assigned staff:
develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work:
prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Develops and implements long- and short-term plans, goals, and objectives for department:
researches, assesses and develops strategies to meet current and future issues and concerns regarding City recreation needs; and implements needed changes, modifications and/or enhancements.
Develops, implements, and updates policies and procedures for department:
formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and updates policies and procedures as required.
Develops, defends, and implements department budget:
determines budget allocations for staffing, equipment, service, and capital improvement needs; monitors expenditures and revenues to ensure compliance with approved budget; coordinates with department staff members regarding budget; applies for and administers granted funds; and maintains related documentation.
Develops and oversees recreation programming for the City:
directs and oversees youth and adult programs; oversees development, publication, and distribution of schedules, calendars, and marketing materials; directs the use and scheduling of facilities and sports fields; researches current programming trends and community needs; and establishes programming and event fees.
Receives and responds to inquiries from City administrators, elected officials, and the general public regarding department services and activities:
provides information and answers questions; attends meetings and makes presentations; and prepares and presents information regarding department services, activities, and programs.
Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures:
monitors work environment and use of safety equipment to ensure safety of employees and other individual; conducts safety checks and inspections; and initiates any actions necessary to correct deviations or violations.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures:
receives and reviews various documentation; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with City officials, City Administrator, other City employees, vendors, third party service contractors, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Minimum
Qualifications:
Bachelor's Degree in Parks & Recreation, Sports Management, or a related field preferred; supplemented by three years of experience in supervising parks and facility maintenance and recreation program implementation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required:
Must possess and maintain a valid South Carolina driver's license.
Must possess and maintain the following additional certifications or licensures:
Cardiopulmonary Resuscitation (CPR) Specific Knowledge, Skills, or Abilities:
Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
